To ensure the Strategic Community Plan remains responsive to the changing community it undergoes a minor review two years and a four-year major review. The draft Strategic Community Plan 2021-2031 (the SCP) is the outcome of the major review of Shire’s SCP adopted in 2017 and reviewed in 2020. The review has primarily focused on identifying the needs and priorities of the community. The review process involved research, engaging the community on their aspirations and priorities for the future, followed by an in-depth review and analysis of the engagement results in the development of strategic goals and outcomes. The analysis also included establishing and formulating the Shire’s Response. Individual Councillors were given the opportunity to provide input into the development of priorities, and development of the Shire’s role.

Strategic Community Plan (SCP)
What is the Strategic Community Plan?
The Strategic Community Plan is a high‐level plan that identifies the Shire’s and the community’s vision for its region for the next ten years. It is a ‘whole of community’ plan that is not just about what local government can do for its constituents, but what can be achieved through working in partnership with a wide range of stakeholders and all levels of government.
The Strategic Community Plan is the foundation document that determines the Shire’s activities and direction over the next 10 years. It is supported by informing strategies such as a long‐term financial plan, an asset management plan and a workforce plan and is the key driver for the Shire’s Corporate Business Plan which determines annual budgets and resource allocation.
The Shire directly contributes to fulfilling the community’s vision by providing services, infrastructure and facilities. It indirectly plays the role of facilitator or advocate. A range of other organisations and groups including the private sector, Aboriginal trusts and corporations, government and non-government organisations may work with the Shire to deliver other projects and programmes that help achieve the community’s vision.

Why are we reviewing the Strategic Community Plan?
It is important to keep the Strategic Community Plan up to date to ensure that the work we do continues to be in line with the vision and priorities of the community.
In accordance with the Local Government Act 1995 (s5.56) and the Local Government (Administration) Regulations 1996 (19C) every local government must have a Strategic Community Plan to outline the long term vision and priorities for its community.
The Integrated Planning and Reporting Guidelines state that local governments must conduct a major review of this Plan every four years.

The engagement methods used will be designed to review the Shire’s Strategic Community Plan (SCP) and strategic vision, in a way that empowers the community and launches a place-based engagement approach, complies with legislative requirements, follows best practice and integrates with the Shire’s Informing Strategies.
