What is the Local Planning StrategyThe Local Planning Strategy (the Strategy) is the principal guiding framework for land use and development in the Shire and provides the strategic basis to the Local Planning Scheme. The Strategy sets out the long term land use planning direction and vision for the Shire, and balances the needs of the natural environment, economic development and community expectations to ensure the long term sustainable development.
The strategy provides background information, analysis and strategic direction; whilst acting as a guiding tool in the decision making process and informing future rezoning. |

OBJECTIVE
From a planning perspective, what would make the Shire more:
WHAT WE WILL DELIVER
To review the Strategy, the Shire must first prepare a report of review of Local Planning Scheme No. 9 (LPS 9). As community values change over time, it is important to re-test ideas, identify gaps or new emerging ideas and so the Shire invites preliminary feedback from the community and other stakeholders as part of the report of review. The Shire welcomes all feedback and in particular in consideration of the following:
WHAT DO WE NEED
The Shire is reviewing the Local Planning Strategy to inform the long-term strategic land use and decision-making processes. The Local Planning Strategy will provide a rationale for zoning approvals, development areas for future growth and classifications of the land under the Shire’s Local Planning Scheme. The Shire invites you to be involved in developing a Strategy that celebrates the characteristics, culture and sense of place, that you love now and meets your future needs.

Getting Familiar with the Local Planning Strategy
What
A Local Planning Strategy is a prerequisite to preparing a new, Local Planning Scheme, or making major amendments to a Local Planning Scheme and is a requirement for all local governments.
How
The Shire can influence the future of neighborhoods by putting in place land use and built-form policy that set out how land can be developed.
This can include measures to define built-form, protection of the environment, integration with transport networks and provision of new housing, amongst a range of other considerations.

When
The Shire is now seeking feedback to inform the Strategy preparation, allowing its planning approach to remain contemporary in response to changing community priorities.
The Shire will use your feedback to develop a draft Local Planning Strategy, which will be available for further public comment in 2024.

We will then respond to your comments and improve the Strategy further. Once improved, it will be submitted to Council and the Western Australia Planning Commission for consideration and approval.

Frequently Asked Questions (FAQ)
What is a Local Planning Strategy
A Local Planning Strategy is a comprehensive document that outlines the envisioned future, key challenges, potential opportunities, proposed actions, and the underlying rationale for the prospective development of each local government area.
The Local Planning Strategy will be an expression of how the Shire intends to plan for the future, considering a range of community priorities and policy requirements.
A Local Planning Strategy, once adopted, can influence a range of planning decisions. This can include decisions on development applications, proposed amendments to the Shire’s Local Planning Scheme, policies, or other plans (such as a Precinct Structure Plan) and guide the Shire’s advocacy positions.

Why do we need a Local Planning Strategy
The State government requires that every local government must keep their planning frameworks up to date. This means having a contemporary Local Planning Scheme that follows best-practice ways of managing land use and developed.
Before making a new Local Planning Scheme or making significant changes to an existing one, a Local Planning Strategy is required. This strategy makes sure that any planning changes, like proposals to amend the scheme or adjustments to local planning rules, are thought about in a consistent manner and are aligned to community values.

Doesn’t the Shire already have a Local Planning Strategy
The Shire has an existing Local Planning Strategy, which was adopted in 2019.
Since that time, the Shire’s planning framework has been updated numerous times. To ensure the Shire’s approach to planning continues to remain contemporary and respond to changing community priorities, a new Local Planning Strategy is needed.

What is a Local Planning Scheme
The Local Planning Scheme is a statutory document that sets out by what means land is to be used and developed. It provides the framework for decision making towards development and the use of land. The Local Planning Scheme is the principle mechanism for implementing the Local Planning Strategy.
How does the Local Planning Strategy relate to the Local Planning Scheme
The Local Planning Strategy sets out the direction for long term land use planning and vision for the Shire. The Local Planning Scheme sets out the ‘rules’ for development in the Shire that align with this direction and vision.
