Pulling it all together to develop the Plan​

Note: There are inherent limitations with scenario analysis and it is difficult to predict which, if any, of the scenarios might eventuate. Scenarios do not constitute definitive outcomes for us. Scenario analysis relies on assumptions that may or may not be, or prove to be, correct and may or may not eventuate, and scenarios may be impacted by additional factors
Inputs 
To gather data for the review of the Strategic Community Plan, the Shire has sourced material from several sources, namely:
  • Community Scorecard survey
  • Community visioning activities 
  • External environmental scan, incorporating key drivers and challenges facing the Shire (e.g. trends, demographics and population forecasts)

External environmental scan

The Strategic Community Plan (SCP) has a 10-year horizon and sets the direction for the Council‘s decision-making during that time.

The SCP needs to consider and take into account current and emerging trends locally, nationally and internationally and will look to capitalise on opportunities being created while responding proactively to risks and challenges.
  • Political: The extent to which political factors influence the Shire.
    • Review of state and federal government plans and strategies 
    • Impacts from state and federal election manifestos and budgets 
  • Economic: This includes overall economic forces that could affect the Shire, such as inflation rates, interest rates,or economic growth patterns.
    • Identify potential public and private investment within the Shire
    • Review of the economic development strategy 
  • Social: These factors look the social environment, such as cultural trends, demographics and population analysis. Also important to this are attitudes and shared beliefs of the the community, including those around health, work, leisure, money, family and religion.
    • Review ABS data using platforms such as REMPLAN and .ID. 
  • Technological: These factors include advancements in technology which could influence the Shire, either positively or negatively. Examples include communication technology and automation.
  • Legal/legislation: This includes current and future legal and regulatory requirements impacting the services and future projects of the Shire.
    • Potential reforms to local government and delivery of state services. 
  • Environmental: Consider the impacts such as climate, weather, geographical location, and climate changes.
    • Impacts of extreme temperature events, sea level rise on Wyndham, changes in weather patterns on water supply and corp production.

Community input 

The Shire will undertake broad community and stakeholder engagement to reviews the vision, priorities and aspirations of the plan using a wide range of community engagement methods, namely:
  • Community Scorecard Survey 
  • Community Visioning Survey
  • Community Pip-up and Drop-in information and awareness sessions
